Short Street garage might not get retail spaces

If the city can't find a developer willing to partner with it soon, the planned $9.1 million parking garage on Short Street won't include retail space. That was the consensus after a two-hour Columbia City Council work session on the garage Wednesday night. Many business owners and downtown advocates want to retain the connection between Broadway and Walnut Street.
